The Russians can jam the GPS. That jamming happens by putting lightweight, mobile jamming stations near the front. And that makes some Western weapons unable to work. There is a medicine against that kind of jamming. The idea is that the anti-radiation or anti-radar missiles would adjust to seek targets that send jamming signals in the frequency of the GPS, that bombs and missiles are using. Then the HARM-type of missiles can be shot against those jamming stations. The ability to jam the GPS has shown that there is a needed two types of weapons.
1) Radar or radio-homing missiles and bombs. Those systems detect the radio signals and then their homing system will aim them against those radio sources.
Those missiles can be aircraft-shot or they could be land or sea-based systems. Or maybe in the future the radar or radiation source homing grenades can also use against jammer stations near the front. The radar- or radiation-homing missile can be modified HiMARS or ATAMCS missile, equipped with HARM-missile's homing systems.

The primary targets for those missiles are the carrier task forces. And the aircraft can shoot AS-4's anti-radiation variant against early warning radars. Another risk is that the jammer systems start to suck those anti-radiation missiles into them.
The radio transmitters, hidden in targets can also use to aim anti-radiation missiles. Undercover agents can slip those transmitters to the targets. Or quadcopter can use to carry the radio transmitters to the roof of targeted buildings. And those systems can send location signals for anti-radiation missiles. Anti-radiation missiles also can use against aircraft. They can limit the use of regular radars for target seeking.
2) Internal homing systems must also use in weapons. Smart weapons also require internal homing systems. That makes them able to operate without GPS. The combination of the optical seeker and inertial navigation system is the ultimate tool that makes the weapon immune to GPS jamming. The image homing systems are used in Javelin, and maybe in bigger missiles like AGM-65 Mavericks.
Russians use the inertia-radar hybrid homing systems in their AS-4 "Kitchen" missiles. Supersonic Tu-22 M "Backfire" bombers can shoot those missiles, and they cause grey hair for Ukrainian air defense. The AS-4 uses inertia in the early flight sequence. And in terminal sequence that system turns to use radar homing systems. The anti-radar variant of the AS-4 missiles can use against the jammer and radar systems.
