The large number of privately controlled satellites is always some kind of threat. Even if they are not meant for killer satellites the wrong control orders or carelessly given commands can drive satellites impact course with another satellite. Another thing is that all satellites are killer satellites if they impact other satellites on purpose.
The thing that makes Elon Musk and his empire problematic is that is private. Elon and his staff must not ask anybody's permission to make something. When NASA or some other governmental actor wants to make some new stuff like killer satellites, they need to ask for money for those purposes. And then the financial committee gives or refuses to give money to those projects. The difference in this thing with Elon Musk is that Space X is a private corporation.
Another thing is that Space X controls things like the Starlink system. That system plays a key role in Ukraine. And the fact is that we know that if Musk wants, he could cut the entire system from Ukraine. These kinds of systems make Elon Musk one of the most powerful persons on this planet. The Starlink system can use as a location service provider. Starlink also can cut and jam communication satellites.

And the fact is that Space X can make the remote office to some other country that is away from the control of European and U.S authorities. And there Elon can make even killer satellites. The thing is that the Western governments are dangerously tied with Space X launching systems.
Two of the three most powerful launching systems in this day are Falcon (Heavy) and the futuristic Starship. The Starship is not complete yet. But Falcon Heavy can carry 63,8 t mass to LEO (Low Earth Orbiter). The Falcon Heavy booster can transfer 3,5 tonnes of payload to Pluto. And that makes this system very interesting.
NASA's SLS (Space Launch System) has 95-130 t capacity to LEO and into Lunar injection that system can carry 45 t payload. The payload depends on SLS' block. The superheavy reusable platform means that Space X can transfer extremely complex payloads to the moon and beyond. The purpose of Starship is mentioned as the moon and Mars colonies.
The problem is that there must not be any politics that Elon follows. That man has power in his hands, whatever has been in private hands before this day.
And the main stakeholder of that company is Elon Musk. That means the company must do what Musk wants, and nobody cannot say anything against him. Musk's business is what he does with his money. And Musk has many things which he wants to invest in. Things like neuro-implanted microchips and artificial intelligence are well-known products. And other kinds of projects are extremely good things. But in the wrong hands, those microchips are extremely dangerous.
